One in five Year 4 students bullied at least once a week

A fifth of Australian Year 4 students report being bullied at least once a week, and this contributes substantially to Australia’s declining performance in international school league tables.

What I would like to know is, what has bullying been defined as? Is it bullying or is it a one-off bout of someone doing something mean (e.g. flicking a pencil off the desk or pushing in front of a line) or being rude (one-off name-calling)? As a year 4 teacher I am constantly being bombarded with claims of ‘bullying’ which is generally a one-off incident of meanness or rudeness. It would be interesting to see a follow up study of what is considered bullying behaviour.
