It has become a cliche to respond to the recently released Gonski report on school funding by saying “the devil’s in the detail”. On the face of it, the main directions of the report’s recommendations – new shared funding arrangements between Commonwealth and states, a base student entitlement regardless of school sector, additional funding for disadvantage, equal funding for disability and indigeneity between school sectors, more recurrent and capital funding and the establishment of new structures to administer the new approach – appear sound.
